We kindly inform you that from 30.07.2020 Italian Visa Application Center in Moscow (only the office M. Tolmachevsky a. b.6\1) starts the submission of documents for the following types of visa:
- Visa for work (visto per lavoro) (Visas for subordinate work in the presence of clearance (NULLA OSTA) from one of the following entities: SUI, ANPAL, CONI). Visas for subordinate employment for Maritime workers.
- Driver’s visa (visto per trasporto)
- Mission visa (visto per missione)
- Transit visa (visto per transito)
- Student visa type (Visas for university studies, doctorates, masters and exchange programs between universities)
- Medical treatment visa (visto per cure mediche)
- Re-entry visa (visto per reingresso)
- Business visa (visto per affari)
- Family reunion visa (EU nationals’ close relatives as defined Directive 2004/38/EC and close relatives as defined Directive 2004/38/EC of third-country nationals who are holders of a residence permit in Italy, or in presence of a “NULLA OSTA al ricongiungimento” by the S.U.I. (Sportello Unico per l’Immigrazione) and persons specified in paragraph i-bis of Art. 4 p. 1 of the Decree of the President of the Council of Ministers of Italy from August 7, 2020, subsequently integrated by the Decree from September,7, 2020 (permanent and confirmed personal affective relationships).
ATTENTION: Kindly ask to send ONLY AND EXCLUSIVELY required attachments and of the smallest possible size to facilitate a faster processing of requests. Please do not provide any video, photos or other unsolicited material.
According to the Decree of the President of the Council of Ministers of Italy from November 3, 2020, entry into the national territory is allowed to reach the domicile / home / residence of a person specified in paragraphs f and h of Art. 4 p.1 http://www.governo.it/it/articolo/coronavirus-il-presidente-conte-firma-il-dpcm-del-3-novembre-2020/15617 including those with whom there is no cohabitation, but there is are permanent and confirmed personal affective relationships.
Entry into Italy for purpose of tourism is currently not permitted, including invitations to one’s own home or to family members in another place other than one’s residence.
The affective relationship concerns only couples, not family members. Concerned persons can make an appointment at VMS Visa Application Centers to apply for a tourist visa (for the purpose of visiting family and friends).
In addition to the documents required for applying for a tourist visa (for the purpose of visiting family members and friends) - https://italy-vms.ru/documents-for-moscow/family-reunion-with-non-eu-citizen/, you must provide also a declaration of responsibility from an inviting person for confirming the fact of permanent and stable personal affective relationships accompanied by a copy of a valid identity document.
Once the visa has been obtained, an accompanying note with its translation into Russian can be downloaded (http://consmosca.esteri.it/consolato_mosca/resource/doc/2020/11/nota_dpcm_3_novembre.pdf). It contains an extract of the aforementioned DPCM, which lists the categories of visa applicants exempted from travel restrictions. In particular, in paragraph 1) it’s indicated that the entry into the national territory is allowed to reach the domicile / home / residence of a person specified in paragraphs f and h, including those with whom there is no cohabitation, but there is are permanent and confirmed personal affective relationships. This note and other documentation which proves the purpose of the trip is provided while boarding to facilitate, as far as possible, this process and relevant procedures, in compliance with the national legislation of the Russian Federation.

Holders of a valid Schengen visa are not automatically entitled to enter the Schengen area and must comply with the travel restrictions in force. The decision to enter the national territory of Italy rests with the border authorities, which may request to provide a documentation proving the purpose of trip and affiliation with one of the categories excluded from the travel restrictions. Border authorities reserve the right to deny an entry of foreign citizens in the national territory of Italy.
Kindly note that the quarantine obligation (14 days) is required for tourist visa holders.
As required by Article 76 of the Consolidated Law on administrative documentation, anyone who makes false statements is required to take responsibility for the crime of forgery pursuant to the Criminal Code and special laws on the subject.
ATTENTION: These regulations come into effect from November 6, 2020 and are valid until December 3, 2020. The deadline for entry into the Schengen territory is December 3.
ATTENTION: According to the Decree of the President of the Council of Ministers of Italy from October 24, 2020, anyone traveling to Italian territory for urgent reasons, including sporting events and trade fairs, subject to the authorization of the Ministry of Health, is obliged to present to the carrier upon boarding, and to anyone who is deputy to carry out the checks, the attestation of having undergone, in the 72 hours prior to entry into the national territory of Italy, to a molecular or antigenic test, carried out by means of a swab and with a negative result.
Please note that due to the unstable epidemiological situation in the world, the minimum period for consideration of the submitted visa application by the Consulate General is 10 working days.
