The Procedure for applying for the release of the Declaration of Value for university enrollment in Italy

The documents required for application for Declaration of Value for University enrollment in Italy must be submitted via Italian Visa center VMS (Malyi Tolmachevskiy lane, bld.6/1) from Monday till Friday from 9.00 to 15.00 without any appointment.

The price of service of accepting and pending documents to make a Declaration of value is  2030 RUR for the set of documents.

The documents can be provided by the applicant in person or by a third party acting for the applicant and in the applicant’s name.
Time limits for the examination of applications are set up by the Consulate and is 2 weeks on average.

 The following documents should be provided:

- an applicant’s or a proxy’s national passport (in original);
- a copy of the applicant’s national passport (pages with personal data and registration stamp);
- a copy of the applicant’s foreign passport (page with personal data and signature);
– an application form ‘validated’ by the university downloaded from the UNIVERSITALY website, confirming that student is enrolled in an educational course (iscrizione al corso).
NB! The consulate only accepts either the form approved by the educational institution from the «Universitaly» portal, confirming that student is enrolled in an educational course (iscrizione al corso). If a student doesn’t provide this form, he should contact the Consulate General. In this case a consular fee is paid.
– the original document on education with an insert (diploma, certificate, etc.) apostillized by the department of the Ministry of Education of the corresponding region of the Russian Federation;
– photocopies (without notarization) of all pages of the education document, including attachments (inserts) and apostille (in duplicate);
– translation into Italian (in duplicate) – of all pages of the title, including attachments (inserts) and apostille.

We strongly recommend that you contact translators accredited at the Consulate General in Moscow.

NB: Translations certified by a notary public will not be accepted.

Please note that citizens who are officially registered on the territory of the consular district of the Consulate General of Italy in St. Petersburg and who have received education documents with an apostille of the relevant areas should contact the Consulate General in St. Petersburg.

Request for a tax code (Codice fiscale)

Students, who need a tax code can make a request at Visa application center VMS while submitting documents for Declaration of value (Dichiarazione di Valore).

Documents for a tax code can be submitted via Italian Visa center VMS (office Malyi Tolmachevskiy lane, bld.6/1) from Monday till Friday from 9.00 to 15.00 without any appointment. Documents can be provided by the applicant in person or by a third party acting for the applicant and in the applicant’s name.

In case of request for a tax code in other purposes (EXCEPT STUDY PURPOSE), applications must be submitted directly to the Consulate General of Italy.

Document requirements:

  • filled ans signed application form;

  • copy of passport (‘zagranpasport’ for Russian citizens) or identity card;

  • an application form ‘validated’ by the university downloaded from the UNIVERSITALY website, confirming that a student is enrolled in an educational course (iscrizione al corso);

  • a copy of the applicant’s national passport (pages with personal data and registration stamp).
